Wh ile "local device name is already in use" really is about network devices, I believe SharePoint is throwing an exception related to duplicate use of a GUID somewhere in the new site creation process. We have been using CSOM for years to create SPO subsites with an http web service call from within an SP 2013 workflow.

May 06, 2013 · I keep getting a message that states "This Computers local hostname [my i-mac name] is already in use on this network. The name has been changed to [my i-mac name-2]. This happens a lot and I am now up to [my-imac name-88] Do I have the settings wrong? Can anyone help me so that this doesnt continue.

Try stopping the device again later. Windows is unable to stop the device 'USB Attached SCSI (UAS) Mass Storage Device'. Don't remove this device while it is still in use. Close any programs using this device and then remove it.
